California CARE Program

California customers can save energy and money through monthly bill discounts and free weatherization services offered by Pacific Power. To qualify, residential customers have to meet the following gross income guidelines:

For households with more than six people, add $542 for each additional individual to determine allowable income level.
For households with more than six people, add $6,500 for each additional individual to determine allowable income level.


20 percent monthly bill discount 
Pacific Power offers income-qualifying residential customers a 20 percent discount on monthly bills through its California Alternative Rates for Energy (CARE) program. The program was established in 1989 by the California legislature. CARE is funded through a surcharge on non-CARE customers’ monthly bills, as required by the commission.
